The Pension to which he
would be entitled would be therefore
for eighteen years, twenty days

service; but
as
Pensions
are
computed
for full years of service only,
and not, I believe, for any fractional part of a year,
his
pension will be as
for
eighteen years
of service.
As however under clause
I of the Hong Kong Pension Rules
of May,
1862 it is
competent for the Government to grant higher
rates
of Pension than those laid down in that
minute, I would submit
that Mr. Barradas has conducted the
duties
of his
Office
in
an exemplary manner
during
most
of the
fifteen years I have had knowledge
of
